Robert Cecil
Sir Robert Cecil, Earl of Salisbury, (PROSE: The Plotters) was a powerful English nobleman and politician during the reigns of Elizabeth I and James I.

Robert Cecil served as the secretary of state under Elizabeth I. In 1601, he wanted to make peace with the Catholics and Spain, revealing to Ian Chesterton that he would support the Infante as Elizabeth's successor. That year, he was also involved in the quelling of Robert Devereaux's rebellion, meeting the First Doctor on the day of the rebellion. (AUDIO: The Hollow Crown)
He played a very interesting part in the Gunpowder Plot of 1605. He was a trusted servant of James I who was all but a prime minister in Stuart England. Historians believed that sufficient evidence existed to show that Cecil orchestrated the whole plot — unknown to the plotters — to convince James I that Catholics were not to be trusted and that they should once and for all be thrown out of the country. Cecil was the skilled puppet master and Guy Fawkes and company were the puppets in his total control — so some believed.
