Leabind was a Lord Cardinal of the High Council of the Time Lords who supported the President Romana. Celestial Intervention Agency Coordinator Narvin suggested to Castellan Wynter that with Leabind and Irving Braxiatel in her pocket, Romana could possibly change the law to eliminate the position of Castellan altogether.
