Hemal was a Time Lord who served as Lord Cardinal on the High Council of Gallifrey.

After a murdered Time Lord was found hanging from the gantries above the Panopticon, having been drained of blood and rendered unable to regenerate Hemal decided the matter needed to be investigated discreetly, and thus sent a distress signal to the Doctor's TARDIS to lure the Fifth Doctor back to his Homeworld. There, Hemal greeted the Doctor and Nyssa, taking them to the morgue where the victim's body was kept. After the Doctor examined the body, he informed Hemal that it had all the signs of a vampire kill and instructed him to have the dead man's heart pierced with a wooden stake, but he then hurried off to continue his investigation without informing Hemal of the other clue he had spotted: a wrist tattoo identifying the murdered Time Lord as a member of one of the monkish covens.
