The Chancellor was a Time Lord during the last days of the Last Great Time War. As a Chancellor of Gallifrey, he updated Lord President Rassilon on news of the War Doctor and the events of the war between the Time Lords and the Daleks.

Terrified of Rassilon when he saw the deranged Time Lord President kill the Partisan when she tried to suggest a way to end the war, the Chancellor offered an alternative. He was key among the Time Lords in revealing the details of the prophecy as written by the Visionary.
