One interpretation is that The Army of Meanwhiles and Neverweres under the command of the Could've Been King are metaphors for the armies fighting in the time war where the Could've Been King is whoever destroyed the rest. For example Davros could have been the "Could've Been King" with his dalek army that neverwere but meanwhile are fighting in the time lock or Rassilon and his time lord army.

The Could've-Been King led the Army of Meanwhiles and Neverweres during the Last Great Time War. (TV: The End of Time) He was "uncoronated" on 2 April in 199,312. (PROSE: Time Traveller's Diary)

According to another account, the Could've Been King and the Army of Meanwhiles and Neverweres were among the ancient weapons from the Dark Times which the Time Lords had vowed to never use again only to employ them out of desperation during the Time War until, (GAME: A Brief History of Space and Time [+]Loading...["A Brief History of Space and Time (game)"]) by the last day of the Time War, only the Moment was left in the Omega Arsenal. (TV: The Day of the Doctor [+]Loading...["The Day of the Doctor (TV story)"])

The Tenth Doctor described this as one of the potential horrors that would be released when the Saxon Master broke the time-lock on the war, along with the Nightmare Child and the Horde of Travesties. (TV: The End of Time)

While on the Crucible, Dalek Caan reminisced on "Could've Been Kings" (plural) tearing apart his casing (PROSE: Dalek Caan) after he broke through the time lock of the Last Great Time War to rescue Davros. (TV: Journey's End)
