After reading TV 21 in 2065, Derek Connell aspired to be an agent of the Universal Secret Service.

He contacted Agent Twenty One to ask how Stingray and XL5 sent reports back to Earth, already being knowledgeable about humanity's methods of monitoring Dalek activity. Connell also suggested that plans of Marineville and the various W.A.S.P. vessels be printed in TV 21 in lieu of Cosmic Capers. Additionally, he questioned Twenty One on the identity of the "mysterious" Lady Penelope, although Twenty One did not answer this query. (PROSE: From D. Connell of Essex)

Some weeks later, Connell's question about Penelope was replied to by Agent J. Gray who explained that she was currently a reporter for TV 21 but speculated that it wouldn't last long as they had found out "by secret detection" that she had applied for a job as a part owner of an emergency rescue service.
