Non-humans are applicable for this category only if they have a human-like conception of a gender binary. For instance, Time Lords who change gender through regeneration are not considered to be "non-cisgender" because, while Gallifreyans physically appear to have a similar sexual dimorphism to humans, albeit one subject to change upon regeneration, they have not been shown to have any equivalent social categories of gender, and typically seem entirely willing to adopt new pronouns as suits their current form, if they do undergo such a regeneration.
