Created by the Cybermen when they first landed in victorian London, Cybershade 16 was among other things a scout like its fellows and was most likely under the control of Miss Hartigan as well as the Cybermen. It was being followed by Jackson Lake and his companion Rosita but had so far somehow evaded their attempts to capture it. When the tenth Doctor arrived in the Victorian age he and Jackson attempted to (along with Rosita) capture the shade again. Shade 16 scaled the wall of a building but was lassoed by Jackson Lake. However it easily managed to climb the building and drag the Doctor and Lake along with it. It them proceeded to run across the warehouse and leap out of the window, narrowly evading capture once more. It then made contact with the Cybermen to report what it had seen. It can be speculated that Cybershade 16 took part in the funeral massacre and the rounding up of the workhouse children. It is also likely that it was destroyed along with all the others when Miss Hartigan regained her humanity and destroyed them all.
