A crowd was a large group of people.
In 1987, after saving a child from being hit by a VW Beetle and telling David Gee and his wife that "[he'd] regret that in the morning", the Ninth Doctor disappeared into the crowd.
In 1989, the day that the Wall fell in Berlin, the Ninth Doctor bumped into rewboss and greeted him upon recognising him, although rewboss had never met the Doctor before. The Doctor then disappeared into the crowd. (PROSE: Have You Seen This Man?)
