Hossak was a Time Lord in charge with the a fake temporal summit. She would do anything to make sure the temporal summit was successful, which included rewriting time to avoid any misunderstandings. This happened 3 time successfully, when the station the was created and the servitors were activated early, secondly when Flinkstab killed a dancer and finally when Narvin apparently killed another member.
