The uncle of Livia was a member of the High Council of Time Lords many centuries before his niece served on the Council herself.
When Livia was a girl, she asked him the last time he had travelled on a TARDIS and he told her that he couldn't remember. He was too busy dealing with matters of state to travel about time and space, unlike Romana, the President of the High Council under whom Livia served. After hearing from Plutus that Romana thwarted a plot against Gallifrey by the Adherents of Ohm, Livia recounted the anecdote about her uncle to him and expressed her displeasure with Romana's conduct.
