The Tempus Fugit was a restaurant on Pella Satyrnis owned by the Fifth Doctor. The Doctor created it in order to attract Alexhendri Lassiter's attention after he was thrown out of the Crystal Bucephalus restaurant, reasoning that attracting the Bucephalus was the only way he could get back to it.
