The Minister of Enlightenment, more usually called Enlightenment, like the Minister of Persuasion, was an Urbankan official.
Biography
Enlightenment assisted the Monarch and sat on one side of his throne.
She appeared originally as a female Urbankan before assuming the form of a humanoid, based on a sketch drawn by Tegan Jovanka of the latest fashions on contemporary Earth. (TV: Four to Doomsday)
