The Entertainer was the second Doctor Who comic story in the TV Comic Holiday Special 1969.
Summary
The Second Doctor lands on an unknown world dominated by an opulent palace. Within seconds he is captured and brought before the palace's principal resident, Heinrich Karl. The world's wealthiest man, Karl is bored with his comfortable existence and is desperately seeking amusement. He gives the Doctor an odd vehicle, then sends his servant, James, in pursuit — with a scimitar. As the Doctor travels on the roads around the palace, Karl reorients the pathways with the flick of a switch. This leads the Doctor on an unpredictable journey, which Karl ultimately finds amusing. With his thirst for entertainment finally sated, Karl lets the Doctor depart.

Timeline
There's really nothing that gives the reader any firm sense of when this story takes place. The Doctor's apparently travelling alone, which generally indicates a post-War Games story. But he's also wearing his stovepipe hat, which usually is taken to indicate a story set in the early part of season 4, when he was still travelling with Ben and Polly.
