Charles I (19 November 1600 - 30th January 1649) was King of England, Scotland, France and Ireland from 27th March 1625, until his death. He famously argued with Parliament, some who feared that he was attempting to gain absolute power as he believed in the divine right of kings, which eventually lead to the English Civil War. He was eventually executed for treason by the Rump Parliament.
The Second Doctor had played a role in the civil war which brought down Charles I and led to his execution and the rise of Oliver Cromwell ("The Roundheads").
