The White Robots were encountered in the White Void into which the TARDIS materialised outside the universe. (TV: The Mind Robber) The White Robots served the Cybermen. (AUDIO: Legend of the Cybermen)

The White Robots made the same clanking noise of the Clockwork Soldiers of the Land of Fiction, strongly implying a link between them and the Master Brain or the Master of the Land controlled both.
