The Shadow Proclamation was, according to the Tenth Doctor, the "Outer Space Police." (TV: The Stolen Earth) Their responsibilities included upholding Galactic Law (COMIC: The Great Rain Robbery), although their jurisdiction may have been broader as they once planned to declare war "right across the universe" in response to the theft of twenty seven planets. (TV: The Stolen Earth) In his third (AUDIO: Damascus), ninth, (TV: Rose) tenth (TV: Fear Her) and eleventh incarnations, (TV: The Eleventh Hour) the Doctor called miscreants to account for themselves according to its dictates. He would also sometimes transfer criminals whom he had encountered on his travels over to them. (COMIC: The Great Rain Robbery)

Location

The Shadow Proclamation was situated on three asteroids, linked together by bridges, from which they planned their moves. (TV: The Stolen Earth)

Known regulations

The Shadow Proclamation had several conventions and treaties:

Article 15 said that murder was not a rule of war. (PROSE: Diamond Dogs)

Convention 15 dealt with the cessation of hostile actions in order to parley. (TV: Rose, PROSE: Peacemaker)

Article 29.8 banned the use and creation of Gelem warriors. (PROSE: Ghosts of India)

Article 57 prohibited the destruction of a Level 5 planet if no law was broken. (TV: The Eleventh Hour, COMIC: Finders Keepers)

Clause 374 of the Shadow Proclamation stated that "theft of an artefact of great cultural value legitimises the use of lethal force to ensure the artefact's recovery". (PROSE: The Colour of Darkness)

According to Shadow Proclamation, "Any legitimate trial form may be used in a Shadow Proclamation hearing". When the requested form of trial was impossible, form reverted to Shadow Proclamation standard. A maximum of two legal requests were allowed. Examples included trial by a jury of peers being a legal standard of 298 member planets and 39761 affiliated worlds and innocent until proven guilty a legal standard of 87 member planets and 12932 affiliated worlds. It was illegal to seed a Level 5 planet. (TV: Partners in Crime)

It was against Galactic Law to "reap" any part of an ecosystem on a Level 5 planet, even the clouds, and violators could be handed over to the Shadow Proclamation. (COMIC: The Great Rain Robbery)

Activities

The Shadow Proclamation was known to employ the Judoon as their police force. (TV: The Stolen Earth) Ogrons were used before the Judoon, but had to be replaced after their races' dealings with the Daleks. (COMIC: Fugitive)

The Shadow Proclamation used green interdimensional crystals, for both capture and transport. (COMIC: Assimilation²)

History

Earlier history

When Bubastion was tricked into murdering an innocent man in ancient Egypt, he was sealed in the body of a cat for failing to protect humanity, as per the Shadow Proclamation. The Tenth Doctor suggested reciting certain parts of the Proclamation would give him power over Bubastion. (COMIC: Agent Provocateur)

On discovering that aliens were at work in 1st century Pompeii, the Tenth Doctor demanded that the alien identify its place of origin and species designation "as set down by the Shadow Proclamation". (TV: The Fires of Pompeii)

In the Victorian era, in London, Orestes Milton was executed by the Proclamation for war crimes, after being thwarted by the Twelfth Doctor, Clara Oswald and the Paternoster Gang. (PROSE: Silhouette)

In 1963, the Cybock Imperium raided the Shadow Proclamation vault-world of Janizzar, stealing the Time-Gun of Rassilon. (COMIC: Gangland)

In 1984, the Shadow Proclamation approved the Kin's right to own the Earth after they purchased every property on its surface. (PROSE: Nothing O'Clock)

21st century

In 2000, after the Mondegreens were turned to stone by their own phonic blast, the Tenth Doctor contacted the Shadow Proclamation to pick them up. (COMIC: We Will Rock You)

The Ninth Doctor invoked Convention 15 when he spoke with the Nestene Consciousness in London. (TV: Rose)

Rose Tyler made mention of Article 15 of the Shadow Proclamation while attempting to threaten the Sycorax Leader. (TV: The Christmas Invasion)

According to the Tenth Doctor, the breeding of Adipose children on Earth was a violation of galactic law since the "seeding" of Level 5 planets was prohibited. Miss Foster, the being in charge of the breeding program, was concerned that the Doctor had alerted the Shadow Proclamation to her activities. (TV: Partners in Crime) The Adiposian First Family (who were behind the breeding program) were later arrested and their children were taken into custody. (WC: Captain Jack's Monster Files)

The Tenth Doctor and Donna Noble visited the Shadow Proclamation to alert them to the Earth's disappearance. The Proclamation was already aware of its disappearance along with 24 of the 26 other worlds. The Shadow Architect, according to the Strictures of the Shadow Proclamation, had to seize the Doctor's transport and technology because she wanted him to lead a battle across the universe. The Shadow Architect commanded the Doctor "by the Holy Writ of the Shadow Proclamation" to stop from leaving the planet. (TV: The Stolen Earth).

The Tenth Doctor brought the Cran Movement, a race who had tried to steal Earth's clouds, to be imprisoned by the Shadow Proclamation. (COMIC: The Great Rain Robbery)

When Sarah Jane Smith was transported to the Krulius' home planet, she left a signal behind her with the sonic lipstick. Mr Smith was able to contact the Shadow Proclamation with their co-ordinates, and a team of Judoon were dispatched to apprehend the Krulius (COMIC: Monster Hunt)

In 2012, the Tenth Doctor told a being inhabiting Chloe Webber that "(he) request(ed) parlay in accordance with the Shadow Proclamation." He asked the being to identify itself. (TV: Fear Her)

The Eleventh Doctor invoked the Article 57 of the Shadow Proclamation when he communicated with the Atraxi and ordered them to return to Earth after they decided the destruction of planet Earth in order to kill Prisoner Zero. (TV: The Eleventh Hour)

During a case of suicide moons, the Shadow Architect told a Judoon to inform the under-regiment in two sectors when Colony Sarff visited the Proclamation on orders from Davros, in their search for the Twelfth Doctor, but was made to leave as nobody knew where he was. (TV: The Magician's Apprentice)

Undated events

Following an incident in which the Tenth Doctor interfered with "a fixed point in time", specifically events surrounding a film studio in Los Angeles after he saved the life of someone who had been fated to die, (COMIC: Silver Scream) the Shadow Proclamation apprehended the Doctor and put him on trial. An enemy of the Doctor's, Lucas Finch, served as the prosecutor. The Shadow Architect found the Doctor guilty and sentenced him to life imprisonment. After it was revealed that the trial was a set up, the Doctor was freed, and the actions of the Ogron Brarshak in protecting the Shadow Architect allowed the Ogrons to join the Shadow Proclamation as a police force. The Shadow Proclamation shut down the Rigel 77 prison centre with troops because of its violent nature. (PROSE: The Undertaker's Gift)

The Chugra were trapped in the time vortex for crimes against temporal physics. (COMIC: Funny Phone Call!)

The Yeamorg Warriors were collected by the Shadow Proclamation for breach of Article 57. (COMIC: Finders Keepers)

The Eleventh Doctor brought an alien to the Shadow Proclamation for trial. (COMIC: Night Light)

The Twelfth Doctor told the media to shut down Betterblast PR for setting an Andromedan Feline Gigantoform loose on innocent people. (COMIC: Time and PR in Space)
