Herbert Hoover was the 31st President of the United States. (TV: Daleks in Manhattan, PROSE: Tricky Dicky) His term began in 1929. On his watch, the Great Depression set in. Millions of Americans became homeless. Many took up temporary residence in shanty towns called "Hoovervilles", named after the president many blamed for the economic downturn.
