When the energy crisis worsened in 2021, Damien Stephens formed the GlobeSphere Corporation and took over the business. He had vast solar panel fields built on the Moon, which were intended to channel energy directly to Earth. (AUDIO: Energy of the Daleks)
At this time, the Pan-US Corps had W stations in outer space, and, according to the Seventh Doctor, China "pretty much [ran] the Moon". Europe was also a major superpower in 2021, and sought to partake in the colonisation of the Solar System which was due to follow. The United Kingdom, however, lacked a space programme.
