Legacy was the twenty-fifth New Adventures novel. It features the Seventh Doctor, Bernice Summerfield, Ace and the Ice Warriors. This was the third story to feature the planet Peladon.
Publisher's summary
"So, that's an Ice Warrior. Brings a whole new meaning to the concept of shell suits."
The Doctor is pursuing a master criminal. The trail leads to Peladon: a desolate world once home to a barbaric, feudal society. Now the Galactic Federation is attempting to bring prosperity and civilisation to the planet. But not all Peladonians support the changes, and when ancient relics are stolen from their Citadel, the representatives of the Federation are blamed. The Doctor suspects the Ice Warrior delegation, but before long the Time Lord himself is arrested for the crime — and sentenced to death.
Elsewhere, interplanetary mercenaries are bringing one of the galaxy's most evil artefacts to Peladon, apparently on the Doctor's instruction. Ace is pursuing a dangerous mission on another world and Bernice is getting friendly — perhaps too friendly — with the Ice Warriors she has studied for so long.
The players are making the final moves in a devious and lethal plan — but for once it isn't the Doctor's.

Notes
- DWM 211 had a prelude across two pages for this novel with accompanying illustrations.
- This was originally intended to be an audio drama for the Audio Visuals range, a series of unlicensed audio dramas which Gary Russell was involved in.
- Several Audio Visuals stories are referenced with Keri mentioning the Nematodian Border (from The Secret of Nematoda), the Orion androids (from Sword of Orion), and the Rigellons (from Connection 13).
- This was the first Doctor Who novel by Gary Russell, who later worked for Big Finish Productions, became script editor for the 2005 series revival, wrote novelisations for The Sarah Jane Adventures and also wrote for IDW Publishing's Doctor Who graphic novels in 2008.
- A number of contradictory clues are given regarding the dating of this story:
- References are made to several books published in 3948, implying the novel takes place in or after that year.
- On three occasions it is stated to be around the mid-39th century (probably a mistake if the story is really set in the "3900s" which is the 40th century)
- Mavic Chen becomes the Guardian of the Solar System (which the AUDIO: Neverland later dated to 3950)
- It is thirty years before a Dalek war, presumably meaning the events of TV: The Daleks' Master Plan (therefore 3970)
- The Doctor says it is six hundred years after The Ice Warriors (therefore 3600, as the year 3000 was often given for the dating of that story). The Dark Path gives some leeway in that Ice Warriors could occur sometime in the 31st century.
- Placebo Effect ultimately dated the novel to 3984, since Bernice leaves the Doctor for three months and returns in Theatre of War which is dated 3985, indicating the year change.
- The description of Space Station Zenobia in a graveyard of wrecked spaceships was Robert Holmes's original idea for the opening of The Mysterious Planet, as it was scripted. However, it couldn't be filmed.
- Russell places Kaldor City on Saturn's moon Japetus, whereas all other stories and materials place Kaldor City on the planet Kaldor. This was however before Corpse Marker, the Kaldor City audios, and Big Finish's audios were written and specified Kaldor as a planet where the city was based.
Continuity
- The Doctor states that he has visited Peladon twice before. (TV: The Curse of Peladon, The Monster of Peladon)
- Ace implies that this is the first time she has seen an Ice Warrior, despite previously meeting them in AUDIO: Thin Ice. Her memories were accidentally erased by the Doctor in PROSE: Timewrym: Genesys so she might not have recovered the memories of that adventure.
- The Doctor completes a run of visits to Peladon which occur every fifty years over a period of two hundred years:
- The novel features a prologue to the events of TV: The Curse of Peladon, where Goth, the Chancellor, and a dark Time Lord meet on Space Station Zenobia. At the conclusion of this story the Doctor receives "payment" from the Time Lords in the form of a chess set.
- The Time Lords mention the recent development of time rings. (TV: Genesis of the Daleks)
- Queen Thalira died in a shuttle crash a few years after the events of TV: The Monster of Peladon.
- The Horus ruins were discovered a few years ago. (TV: Pyramids of Mars)
- Guardians of the Solar System were first featured in TV: The Daleks' Master Plan.
- Benny leaves to go on a dig with Rhukk. She returns in PROSE: Theatre of War.
- PROSE: Happy Endings features some characters Benny meets for the first time in this novel.
- Benny has never been on Mars, but has Fred's memory of being on Mars, although she doesn't know who Fred is. (PROSE: Transit)
- The real Sword of Tuburr is later seen in PROSE: GodEngine.
- It is implied that the Diadem is similar to the mind parasite in TV: The Mind of Evil.
- Aliens in the Federation include Ogri, (TV: The Stones of Blood) Lurmans, (TV: Carnival of Monsters) and Cantryans. (TV: Destiny of the Daleks)
- A Felinetta appears in a flashback. (PROSE: Invasion of the Cat-People) This actually marks their first appearance.
- The Cybermen are apparently extinct. They colonized another planet, which they named New Mondas as they intended do in TV: Silver Nemesis but both New Mondas and Telos have since been destroyed (AUDIO: Telos). The Cybermen survive into the future and have legions across space. (TV: A Good Man Goes to War)
- There are Deva Lokan wind chimes on board the Bruk. (TV: Kinda)
- The Doctor previously met Alpha Centauri on Peladon during the reign of Peladon of Peladon, and continued to encounter it every time he visited since. (TV: The Curse of Peladon, The Monster of Peladon, AUDIO: The Bride of Peladon, The Prisoner of Peladon)
- When hearing the events of TV: The Ice Warriors, Bernice asks the Doctor if he told the Warriors about New Mars, implying he could've sent them there.
- An alternative version of the Doctor was beheaded by the Ice Warrior on Peladon. (PROSE: So Vile a Sin)
