Vicar

A vicar was a religious leader in Christian churches in England. (TV: Remembrance of the Daleks, The Curse of Fenric) They were in charge of local congregations and were likely rather junior in the ecclesiastical ranks to which they belonged. Their accommodations were known as "vicarages". (COMIC: The Vortex) They could be either male or female, (TV: The Family of Blood) and tended to ordinarily wear black garments set off by a white collar.
