Biography

Origins

This Minister remained marked (PROSE: The Minister of Chance) by the punishment incurred by the First Minister of Chance for misusing his power as a Time Lord, which drove the Seventh Doctor to "revoke" his TARDIS. These events occurred in a reality where the Seventh Doctor became the last of the Time Lords and seemingly sacrificed himself fighting Tannis, (WC: Death Comes to Time) which one account suggested was a parallel universe distinct from the world of the Eighth Doctor who encountered the Divergent Universe, (AUDIO: Zagreus) although another account acknowledged the Canisian invasion as an event in the Eighth Doctor's past. Adventures

In his new body, the Minister met Kitty in Tantillion and travelled with her as he fought another corrupt surviving member of his own kind, Rathen. (PROSE: The Minister of Chance)

Behind the scenes

Early promotional material for The Minister of Chance described the Minister as being "now in his second regeneration".[1] This was somewhat contradicted by the release of The Same Face, a sneak prequel to Death Comes to Time which asserted that the Minister had had ten incarnations, all with the same face, before they finally gained the ability to change appearance upon regeneration and became a true Renegade; it was implied that Fry's Minister of Chance would directly follow the incarnations seen in the story, which would make him the eleventh incarnation of the Minister, and Wadham the twelfth. However, Fry would still be the first to call himself the Minister of Chance, and Wadham the second.
