Dalek Section Leaders were Daleks in charge for scientific researches and Dalek operations on many planets the Daleks conquered.
History
The original Dalek hierarchy established by the Dalek Prime designated Red Daleks as section leaders. (PROSE: The History of the Daleks) Other accounts established that the Dalek Prime and the Black Dalek Leader were supported by a single Red Dalek Leader who was lost in the Time Destructor Incident, (COMIC: Eve of War, The Dalek Trap, PROSE: The Mutation of Time) after which multiple Red Daleks were in service by the time of Operation Human Factor. The Dalek Survival Guide identified the black-domed Silver Daleks active in the Human Factor Incident as "section leader Daleks".
