The Minister of Persuasion (more usually called Persuasion), like the Minister of Enlightenment, was an Urbankan official.
Biography
Persuasion assisted the Monarch and sat on one side of his throne.
He appeared originally as a male Urbankan before assuming the form of a human, based on a sketch drawn by Tegan Jovanka of the latest fashions on contemporary Earth. (TV: Four to Doomsday)
