Dr. Tori Hart was a scientist and a member of UNIT in the United States of America.
She had betrayed her position of both a scientist and as human as she had turned to serve the Silurian Quetzal, who had formed a cult, and sought to return the Earth to the Silurians. Tori was a de-facto member of the cult.
When the Third Doctor visited New York, Tori pretended to have made mistakes with her research and equipment in a ruse to capture him and make him prisoner of the Serpent.
After Quetzal was defeated, she was arrested and sent to prison, but promised to avenge him. (GAME: Lost in Time [+]Loading...["Lost in Time (video game)"])
