Gomer
Gomer was a Time Lord that was the Surgeon General of the High Council at the time when the Fourth Doctor returned to Gallifrey with the intention of assuming the office of Lord President, Gomer was in his tenth regeneration, his eleventh incarnation, which he was nearing the end of. Gomer was of strong enough character to argue with both Chancellor Borusa and the Gold Usher when the Fourth Doctor was apparently rejected by the Matrix. When the Vardans invaded Gallifrey, he was expelled from the Capitol as part of Kelner's grudge policy, to remove all those who had crossed him in the past. Gomer regarded Kelner with contempt. He joined Leela and the Outsiders when they raised a rebellion against the Doctor. (TV: The Invasion of Time)
Legacy
The Saxon Master was held in Gomer's Asylum after his fight with Rassilon. (PROSE: Lords and Masters)
Written long after the Time War, A Brief History of Time Lords claimed that there was no record to indicate that Gomer survived the ordeal of the Vardan invasion. (PROSE: A Brief History of Time Lords [+]Loading...["A Brief History of Time Lords (novel)"])
