Holbin was a chancellory archivist recommended by Narvin to help Bernice Summerfield learn Gallifreyan law and gave her a quantum primer. He was a bit forgetful. He wanted the meet the Doctor. He wondered that he would need to regenerate if he kept zoning out and being forgetful. He was assigned to look after Benny during the Unbound Doctor dispersal. He became hysterical and accosted Benny. He couldn't hold back the regeneration but constantly regenerated due to the Now's influence. (AUDIO: Gallifrey)
