The Twelfth Doctor promised Nardole to semi-retire from leaving Earth to guard the Vault at St Luke's University. Upon meeting Bill Potts though, he struggled to keep this promise. (TV: The Pilot) He eventually broke it completely. (TV: Oxygen, World Enough and Time)
The Fourteenth Doctor, coming to terms with admitting his mental decline and emotional trauma, and having seen how his successor would emerge from his bi-generation a more happy and well adjusted person, would retire on Earth with the Noble family and Melanie Bush as a form of rehab to recover and rest, with the idea of retiring coming from the Fifteenth Doctor himself, being older than his predecessor and benefiting from the rehab and rest. By seeing how well his successor was mentally, which convinced the Fourteenth Doctor to retire, the Doctor created a Bootstrap paradox which allowed the Fifteenth Doctor to have the personality he has thanks to the Fourteenth Doctor's brief retirement, with it being acknowledged that the Doctor had effectively done his rehab "out of order".
