A Lord President ruled Gallifrey prior to an alien race invading the planet and killing every Time Lord.

The Doctor fell in love with the Lord President's daughter during his retirement to Gallifrey. Whilst most of the Time Lords had survived by retreating into the Matrix, the Lord President's daughter was "truly dead". The Time Lords then sent the Doctor, accompanied by the Master, off to sort the most dangerous problems in the universe. (PROSE: Doctor Who - The Ninth Doctor)
