The Reciprocal Alien Imprisonment Treaty was an agreement concerning how the Justicia Prison System could handle alien inmates. The treaty allowed aliens who arrived there to be scanned and assessed before being imprisoned, without a trial. Aliens whose homeworlds were not registered would be extradited after their ambassadors had registered a protest and fines had been paid; those without an ambassador would have to serve out the full term of their sentence.

The Ninth Doctor had never heard of the treaty when he and Rose Tyler were imprisoned in the system after unwittingly landing on Justice Alpha.
