The SCAT-house, standing for Species-led Creative and Advanced Technologies house, was an underground scientific research complex on Justice Prime. It was build entirely underground, as the atmosphere on the surface of Justice Prime could not support life, and had very wide corridors and a variety of differently-shaped cells and chairs to accommodate people of many species. Prior to 2501, it was overseen by Consul Issabel, and some research workshops were led by Lazlee Flowers. The researchers at the SCAT-house were all prisoners in the Justicia prison system, and could earn reduced sentences for making major breakthroughs.

SCAT-house inmates were implanted with brain chips that aided inter-species translation, and allow him to interface with the automatic systems at the SCAT-House. This allowed prisoners to interface with mindmitter machines, and also meant that their actions were constantly being monitored by the SCAT-house's security system.

Facilities in the SCAT-house included gravity and solar workshops, an aquaculture compound, lecture theatres, offices, and cave-like prison cells.

In 2501 the Ninth Doctor was arrested for trespass on Justice Alpha before being sent to the SCAT-house. He accused Lazlee Flowers of running a workhouse and a labour camp, and after realising he could not escape the facility he began to sabotage her workshops. When the Doctor later learned that Justicia had been taken over by the Blathereen family, who intended to use the SCAT-house's technological advancements for their own criminal enterprise, he worked with Flowers to put a stop to their plans.
