The Mutant Dalek Embryos were failed attempts at creating new Daleks on 1930s Earth. They looked vaguely like Kaled mutants, but the lack of eye and tentacles gave them a more brain-like appearance. The Cult of Skaro, the last Daleks in existence, tried to breed new Dalek mutants with their own genetic material. Their experiments failed, due to a lack of power stopped the Cult's initial attempts at creating sustainable life. (DW: information from the Dalek Handbook) The resulting lifeless genetic matter was discarded in the nearby sewers, where the Tenth Doctor found one, alerting him to the Daleks' presence in Manhattan. The Cult moved on to converting humans into human-Daleks in the Final Experiment. (DW: Daleks in Manhattan) However, the Final Experiment was exterminated by the Non-Humanized Daleks.
