"The War to End All Wars" (TV: To the Last Man, PROSE: The Way Through the Woods) or "the War to End Wars", (TV: The War Games) was a term to describe a great conflict.
The Daleks were involved in several conflicts known by the term.

Though the First World War was fought between factions on Earth, the Daleks became involved on two separate occasions. The Daleks applied the sentiment to the Pas Jass-Vortan, their "time campaign" prior to the Shoreditch Incident. (PROSE: Remembrance of the Daleks) By the incident, the Daleks were planning to wage a time war, calling it the Pa-Jass Vortan, against the Time Lords, (PROSE: The Slyther of Shoreditch) leading to the Last Great Time War.
This time war was fought between the Time Lords of Gallifrey and the Dalek Empire. (TV: The Day of the Doctor) The Ninth Doctor (COMIC: Weapons of Past Destruction) and Eleventh Doctor used the term "War to End All Wars" to describe the Time War. The ultimate war, termed "The War to End All Wars," was created by the Sontaran Empire as it moved to change history. During the conflict, the Zygons would ally with the Sontarans. The Daleks, Cybermen, the Master, the Weeping Angels, and more were all involved to varying extents. (GAME: Legacy)
