Memorandum was the seventeenth and final short story in Classified! A Confidential 3-D Dossier written by Stephen Cole. It was published by BBC Children's Books on 27 October 2005, and it featured the last appearance of General Muriel Frost within the anthology, a character who originated from the comic strips of Doctor Who Magazine — this also marked the last appearance of Muriel Frost in any media.

In a memorandum from General Muriel Frost, she states that following the termination of surveillance and data retrieval on Big Bad Wolf, the classified dossier on the operation must remain open ended. She adds that if the TARDIS is ever in UNIT's possession, that the central control console must be dismantled only by UNIT Sci-Corps. Concluding, Frost states that the future of the Doctor is ultimately uncertain, but is sure that he is an "oncoming storm that can never be blown out", and that he will be back.
