The Minister of Persuasion (more usually called Persuasion), like the Minister of Enlightenment, was an Urbankan official.

Persuasion assisted the Monarch and sat on one side of his throne.
He appeared originally as a male Urbankan before assuming the form of a human, based on a sketch drawn by Tegan Jovanka of the latest fashions on contemporary Earth. (TV: Four to Doomsday)
Behind the scenes[[edit] | [edit source]]
- Though not explicitly stated, it was implied that Persuasion had his consciousness transferred into an android form. His human body was certainly robotic, as it became immobile after the Fifth Doctor and Adric removed a control circuit from him.
- Colin Baker, Michael Cashman, Michael Cochrane, Tom Chadbon, Paul Darrow, Jack Galloway, Martin Jarvis, Paul Jerricho, Clive Merrison, Martin Potter, Malcolm Tierney and James Warwick were considered for the role before Paul Shelley was cast.
