Narvin (Regenerators' timeline)

A version of Narvin from an alternate timeline served as High Chancellor under the Lord President Romana. He was considered devoid of morals by the Narvin from N-Space.
On this Gallifrey, Rassilon had failed to finish the Eye of Harmony before his death, and as such had never achieved time travel. After Romana was assassinated, she was immediately replaced by her counterpart from the proper timeline, who claimed that the victim of the assassination was a decoy. After he sacrificed himself to defeat the Krilig, he was replaced by the version of Narvin from N-Space. (AUDIO: Forever)
