Spectrum Promotion Examination Green 3 was a Spectrum Shades feature printed in TV Century 21, consisting of twenty questions for readers to answer. One of the questions mentioned Unity City, first mentioned in Duel of the Daleks [+]Loading...["Duel of the Daleks (comic story)"], while another reference an in-universe version of the Doctor Who series.

It was set in-universe, with Colonel White of Spectrum being stated to have visited the editor of TV21 in order to make the final arrangements for the exam. The questions appeared in TV21 180, with the first thousand entrants with seventy-five percent or more of the answers correct received at the TV21 offices promoted to the position of Green Shade. It was said that Green Shades would have greater responsibility and be called upon in cases of the utmost importance, expected to cooperate with the greatest speed and efficiency. The opportunity was open to Spectrum Shades of any rank (whether white, red or yellow). The rules stipulated that answers had to be written neatly on a single sheet of paper and be as brief as possible. Also, consultation with parents and teachers was prohibited but reference to books was allowed.

The answers were printed in TV21 182, cover date 13 July 1968, where it was stated that the Shades to be promoted would receive their Green Press Card within twenty-one days. Shades not contacted could assume they had not been promoted. An addendum to the competition was issued by the editor in TV21 185 elaborating that the answers had mistakenly listed Tony Richardson as the producer of The Charge of the Light Brigade when in fact he was the director. He clarified that Shades scored one point if they answered Neil Hartley before revealing that their exam-setter had been demoted and given a dunce's cap.
