Valerian (Celestial Intervention)
Admiral Valerianrovostavius, Valerian for short, of the House of Rassilon was a high ranking Time Lord and the second President to reign during the Last Great Time War, following Livia.

Before the Time War[[edit] | [edit source]]
Valerian was from one of the oldest houses on Gallifrey, claiming lineage from Rassilon himself. (AUDIO: Desperate Measures)

Shortly before the Time War's official outbreak, Valerian was posted to Outpost Delta which he complained had became overcrowded. He visited Trave on Gallifrey to perusade him to allow the Phaidon refugees to settle, as it could result in the grounds for a presidential election to get the War Council more power. When Livia resigned from the presidency two months into the Time War, Valerian was her choice as her successor, being supported by the War Council. Romana stood against him, which he claimed to relish as giving the people a proper democratic choice. He stood on a platform of open government and proclaimed he would clear the Capitol of the "nest of vipers" who had ruled, though Romana believed he'd simply replace them with his own. Using a TARDIS he visited numerous cities around Gallifrey where he held rallies.
Valerian won the election however his reign was short-lived, as he had been unknowlingly used by Livia and the War Council to become the host for the resurrection of Rassilon due to his lineage. At his inauguration he was painfully possessed by Rassilon after the Coronet of Rassilon was placed on his head. (AUDIO: Desperate Measures)
