A Message from Steve Zodiac to Special Agents was a 21 short story printed in TV Century 21 that contained elements from the Doctor Who universe.

Steve Zodiac sends a letter to Twenty One, heeding Commander Zero's suggestion to pass on some information to TV Century 21 Special Agents. He states TV 21 will be a printing a free 3d Zoom ice lolly voucher in editions twenty-one and twenty-two, allowing all agents with a voucher to buy a big sixpenny ice lolly for 3d.
Zodiac goes further to advise all agents to take the opportunity of doing their best friends "a good turn" by informing them of the offer. He then abruptly signs off, citing the arrival of information concerning the assassination of the Kaplan.
At a later date, Twenty One prints Zodiac's correspondence with him. He states his belief that the special offer will mean an increased demand for editions twenty-one and twenty-two and that agents might want to ask their parents to fill in an attached coupon and take it to their newsagents to ensure they receive their copies.

- By mentioning the Kaplan, this story tied-in to the "Space War" story arc which focused on the inhabitants of the planet Astra, first referenced in The Rescue. Although following Zodiac Makes An Arrest in release order, that story ends on a cliffhanger. This one seems to narratively place itself during the following issue's Fireball XL5 instalment, Army In House To House Search.
