Cantico was a Time Lord Under Cardinal who assisted Livia.

After Livia became Prime Minister of Gallifrey, Cantico managed her administrative affairs. She assisted in the drafting of a report, which involved meeting with Bovari in the Hall of Records, and informed Livia that Romana wished to speak with her. (AUDIO: Havoc)
At a meeting of the War Council, Cantico and Mantus informed Rassilon that Livia was reviewing security footage and would support any decision he should make. She told Rassilon of Romana's security requisitions, resulting in him anticipating Romana and Livia's assassination attempt on him, but he killed her with his gauntlet for being more of a politician than a warrior.
