A psychic link was a link between two individuals.

Every incarnation of the Doctor had a psychic link with their other selves whenever they were in the same part of space and time. This allowed more than one incarnation to share thoughts and information amongst themselves, or even to combine their mental efforts against an opponent, often through the use of telepathic contact. (TV: The Three Doctors, The Five Doctors, The Two Doctors)

Prisoner Zero used psychic links with the minds of several people around Leadworth. They were put into comas as a result and taken to Royal Leadworth Hospital. This allowed him to take on the form each individual person was dreaming about. Rory Williams noticed the patients around the village and took photos of Prisoner Zero on his mobile phone. The Eleventh Doctor used these pictures to help the Atraxi locate Prisoner Zero. Prisoner Zero told the Doctor he would take on another form, but the Doctor pointed out that it took months to form such a link. Prisoner Zero activated a psychic link with Amy Pond, as he had spent twelve years in a room in Amy's house. The Doctor used the link to force Prisoner Zero to take on its own form, alerting the Atraxi to its location. (TV: The Eleventh Hour)

The Thirteenth Doctor and the Spy Master formed a psychic link in 1943, France, using telepathic contact to establish a rendezvous at the Eiffel Tower. (TV: Spyfall)

A psychic link once existed between the Old Swarm and the Fugitive Doctor. Swarm reactivated the link with the Thirteenth Doctor, through which the Doctor was able to observe his escape from his containment chamber and his regeneration into a new body. Swarm went on to warn the Doctor that "their final fight had begun" as the Flux approached the solar system. (TV: The Halloween Apocalypse) The psychic link was later used in conjunction with the Time Force harvested from the Temple of Atropos (TV: Once, Upon Time) and the spatial energy harvested from lifeforms trapped within the Ravagers' Passenger forms to create a psycho-temporal bridge to the Doctor, who had been taken by Tecteun to Division Control. Swarm and his sister, Azure, used the bridge to cross over and take revenge on the Division for imprisoning them so long ago. (TV: Survivors of the Flux)

Oswin Oswald described the Dalek pathweb as more of a psychic link than a true hive mind. (TV: Asylum of the Daleks)

According to the Twelfth Doctor, no one could form a psychic link with a door as they were "notoriously cross" with their lives, such as they were, consisting of people "pushing past them". When in his confession dial, the Doctor was able to use his telepathy to convince a door to unlock for him, noting that the trick was just being nice. (TV: Heaven Sent)
