: Certainly the Universe wasn't ''entirely'' destroyed (because the First Flux Event was interrupted and the Final Flux Event barely happened), but what the First Event destroyed is clearly ''much'' more than 10% of the universe. The Doctor would hardly mistake 90% of the universe or so for a "part" of the universe, or say that it was ''nowhere near enough'' to be the whole of the universe. It sounds like it can't be much more than a third.
