The Matchmaker ran a dating service, that killed people who rejected too many potential dates. They forced people into being a couple, on the pain of death. They didn't allow both River Song and the Ninth Doctor to sign up as they didn't believe in infidelity. They were created by the government to create a happy workforce to create a more productive workforce, and couples were happier. They killed the government as they wanted to stop their plans. The Doctor proved to them that some people would be less productive in a couple, by using his own asexuality and aromanticism. They shut themselves down.
