William Hurley found Tegan Jovanka, Nyssa and the Fifth Doctor on his father's estate. He was intrigued by The Doctor's TARDIS. He told Tegan not to bother his father when she was concerned about an injured boy, and accompanied her to the boy's home. He didn't like Tegan's attitudes about the conditions the poor lived in. He told Tegan that he was captain in Manchester's magistrates but was in fact a Lieutenant. Realising what was about to happen Small read the Riot Act, he didn't want part of what was to happen.
