Galen was one of three countries on the planet Világ.
It's political system was that of a hereditary monarchy, although the executive powers of the monarchy had become largely symbolic by the time the Sixth Doctor and Evelyn came there. Nevertheless the royal family was still revered and seen as "role models, if not policymakers" according to the Sixth Doctor. It did at least have some form of basic representation at the local level, with Justice Rossiter joking to Evelyn that she could stand for local office (AUDIO: Arrangements for War).
History
Galen had been at war for nearly a century with the second largest country on the planet, another monarchy called Malendia. The Kingdom Alliance, going to be created through the marriage between Krisztina, the Princess of Galen, and Viktor, Prince of Malendia, which would then end the war. There were some violent attacks from anti-Alliance factions in opposition to this, the worst being the attack on the Galen palace itself, organised by Plenipotentiary Suskind. The broke out again after it was revealed that Krisztina was still secretly in love with Reid. The Galen ambassador to Melanida was one of 18 killed in a drive by shooting in Malendia.(AUDIO: Arrangements for War).

Galen had fish, as well as Xenoblossoms, flowers which when a wind blew across them caused vibrations and harmonics, which could be hypnotic to older people such as Evelyn (AUDIO: Arrangements for War).
