Oliver was a friend of the Sixth Doctor who welcomed him back to Great Britain. After overhearing a conversation between the Doctor, Peri Brown and Percy Blakeney, he went with Peri to France. He drove a carriage into Z22. When Z22 managed to get to England, Oliver was attacked by it. He disagreed with what Donat and his fellow citizens were doing to the French people.
