Colonel Thomas was the head of the British Secret Service in 2066. He liaised with Lady Penelope Creighton-Ward to neutralise the Bereznik spy Paul Carson, though the two had also encountered each other previously. (COMIC: Desert Drama)
Thomas' predecessor as Chief was still active as late as 2065 and was also familiar with Lady Penelope. (COMIC: The Vanishing Ray)
When Colonel Thomas learnt that Lady Penelope had been offered a role in a film from Century 21 Film Productions which also starred Carson, he sent Jimmy Bondson to persuade her to take the job, which he did while posing as a waiter during her luncheon with producer Mr Andershill. After it was over, Bondson led her and Parker to a secluded country lane where Thomas was waiting. He explained they were "absolutely certain" Carson was passing top secret information to Bereznik agents and that they needed Penelope to obtain proof.
