Colonel Thomas was the head of the British Secret Service in 2066. He liaised with Lady Penelope Creighton-Ward to neutralise the Bereznik spy Paul Carson, though the two had also encountered each other previously. (COMIC: Desert Drama)

Thomas' predecessor as Chief was still active as late as 2065 and was also familiar with Lady Penelope. (COMIC: The Vanishing Ray)

When Colonel Thomas learnt that Lady Penelope had been offered a role in a film from Century 21 Film Productions which also starred Carson, he sent Jimmy Bondson to persuade her to take the job, which he did while posing as a waiter during her luncheon with producer Mr Andershill. After it was over, Bondson led her and Parker to a secluded country lane where Thomas was waiting. He explained they were "absolutely certain" Carson was passing top secret information to Bereznik agents and that they needed Penelope to obtain proof.

He spoke for a second time with Penelope to discuss Carson after she discovered his script had certain words underlined which conveyed a hidden message about an aerial car and a meeting in the desert. He confirmed that her suspicions were correct as the boss of the typing company Film Print Limited was a known Bereznik agent. Thomas also revealed to her the existence of a World Government research plant in the Borrego Desert which had recently developed a "fantastic" aerial car. During the location work for the film in California, Carson was ultimately killed in a car crash while pursuing Lady Penelope and Parker, who had become openly aware of his treachery, through the winding roads of the high hills. Upon their return to England, Thomas met with Penelope one last time to get her report on events. (COMIC: Desert Drama)
