Seb is actually the Master. Rassilon killed him after the events of 'The end of time' He was uploaded to the Matrix, which he was able to take control of after Galifrey was hidden in a pocket universe. He was able to talk to Missy, who is actually the Doctors wife, and persuade her into striking an alliance with the Cybermen. Together Seb, Missy and the Cybermen took control of the earth by sending all of the dead to the Matrix 'heaven' there they would be upgraded into Cybermen.
He was in the Nethersphere with Danny and the boy he killed stating that now the dead were going back home as all the lights in the Nethersphere turned off. After that, he appeared in the Nethersphere with Missy watching the [[Twelfth Doctor]] and [[The Doctor's TARDIS|the TARDIS]] free falling from a plane. He showed clear signs of being impressed when the Doctor managed to open the TARDIS, and complimented the Doctor. Annoyed by Seb, Missy casually killed him with [[Missy's device|her weapon]]. Seb possessed Missy and made her believe that she was the Master, Missy was then able to take the Doctor to the Matrix -which Seb couldn't leave due to having died and being uploaded- When the Doctor met Seb He was informed of Sebs plan to force the Doctor into making the Time Lords return so that they could be defeated by Sebs army of Cybermen.

Seb presented himself as a charming, polite and affable individual. He made sure to be charitable when greeting new deceased people, asking them questions - usually asking them if they were being cremated or if they were curious about the Nethersphere - while trying to not be too pushy and sometimes offered them a coffee, like he did with Danny.
 
He was also known to be sarcastic and enjoyed making sometimes inappropriate jokes and quips, such as being purposefully vague about where confused deceased people were, remarking that "he can see his house from here" when Danny was looking out the window before apologising as he felt that it "wasn't helping". He also asked, though his sincerity was unclear, if Danny would like a bag to breathe into when he began hyperventilating in shock.
 
Despite this, he showed the villainous side of his personality on select occasions, such as smiling when [[Matthew (The Caretaker)|Matthew]] showed confusion about where he was and how he "escaped" and in a way, manipulating Danny and probably plenty of other people into willingly deleting their emotions to help their conversion into Cybermen. Seb was an AI interface (TV: Death in Heaven) who worked for Missy in what he liked to call the Nethersphere. It was his job to welcome new arrivals to the After Death Department there when Missy was too busy. (PROSE: Seb)

He first appeared welcoming Matthew, a Shoreditch policeman who was killed by a Skovox Blitzer, to the Nethersphere as Missy was busy at the time. He then proceeded to ask Matthew if he had "any questions." (TV: The Caretaker)

He also welcomed Danny Pink to the Nethersphere. He offered the man a coffee and asked if he had arranged to be cremated.
