Vorena was a newly appointed Chancellor of Gallifrey. She wanted to make sure that the Fifth Doctor became president as Gallifrey was in trouble after Borusa's presidency. She told the Doctor that he was being used to unify the populace. She had to help find a diplomatic solution to problem with Sugru. She was part of a conspiracy to change the Doctor's point of view and was the reason why Scandrius was able to steal a TARDIS and kidnap Tegan Jovanka.
